When looking at personnel in a unit to create the gap report there are two ways to look at the list.

The collection of all people and any items that someone is lacking at the training level in question can be used however in many cases this is less ideal. If there are 10 people in a unit and only 5 of those people have already completed the lowest training level, then it is usually unnecessary to identify that they still require all items from the next level on.

In general, when planning training, only people currently working on attaining a specific training level should be included in training sessions at that level.

This report filter controls how the report manages this. When set to Yes only personnel that are currently working to attain the level in question will be included in the lists. When set to No all unit personnel will be included, regardless of whether they have completed the previous training level or not.
