Specifies if a reference number is required when certs of this type are recorded. Some certifications include a number and others do not - this flag allows the type to control if a number is required or not in order to save the cert.

For certs that may or may not have a number - set this flag to No a field will still be provided to enter a number on the cert form but with this flag set to no it may be left blank.
