These setting specify who should be notified when/if a cert expires:

The person (whomever is listed as the holder of the cert) - an email will be sent directly to the person.

The unit (the primary unit for specified for the person) - an email will be sent to all contacts specified for the unit.

Other Some other email address that should receive a notification message.
